Congo Bows to Pressure? Talks with M23 Rebels Set to Begin

The Democratic Republic of Congo (DRC) has finally bowed to pressure, agreeing to send a delegation for talks with M23 rebels in Angola. This decision comes after months of military setbacks, growing international scrutiny, and dwindling regional support. The talks with M23 rebels, scheduled to begin on March 18 in Luanda, mark a significant shift in President Félix Tshisekedi’s stance, as he had previously refused to negotiate with the group.

Angola, acting as a mediator, has urged both parties to seize this opportunity to end the crisis. But with fresh clashes still being reported, will these talks with M23 rebels lead to real peace, or is Congo simply buying time?

Why Is Congo Suddenly Agreeing to Talks with M23 Rebels?

For years, the Congolese government has dismissed M23 as a terrorist organization with no legitimacy. However, the rebels have gained unprecedented ground in eastern Congo, including areas they had never controlled before. With military solutions failing and regional allies backing away, Tshisekedi’s government seems to have little choice but to enter talks with M23 rebels.

M23 has acknowledged receiving Angola’s invitation but has not confirmed if it will attend. The group has demanded that Tshisekedi publicly commit to direct negotiations before they agree to the peace process. This raises the question—are the talks with M23 rebels truly about peace, or just another strategic move?

Angola Demands Ceasefire Ahead of Talks with M23 Rebels

Angolan President João Lourenço has called for an immediate ceasefire ahead of the talks with M23 rebels. “The ceasefire must include all possible hostile actions against the civilian population and the occupation of new positions,” he declared.

Despite this, reports from Walikale indicate that fighting is still ongoing. The DRC government continues to accuse Rwanda of backing M23, while Kigali denies these allegations. The United Nations estimates that over 600,000 people have been displaced, and at least 7,000 have died since January due to the conflict.

Will the Talks with M23 Rebels Bring Peace or More Conflict?

Congo’s sudden decision to engage in talks with M23 rebels signals desperation, but will it lead to lasting peace? If neither side is truly committed, this could end up being another failed diplomatic effort.
