In a landmark federal ruling, a Florida man has been stripped of his U.S. citizenship following a massive $3.8 million COVID-19 relief fraud scheme. The decision, handed down on March 19, 2026, marks one of the most severe penalties seen in the Department of Justice’s (DOJ) ongoing crackdown on pandemic-era financial crimes. For 25-year-old Joff Stenn Wroy Philossaint, the cost of his fraudulent lifestyle isn’t just a prison sentence, it’s the permanent loss of his American identity and the looming threat of deportation.

The case against Philossaint centered on a sophisticated web of fake applications for government aid programs designed to save struggling businesses during the 2020 lockdowns. According to prosecutors, Philossaint exploited the system by:

Providing fabricated financial losses and business operations to qualify for millions in aid. Using the funds intended for employee payrolls and business survival to fuel a lavish personal lifestyle. Investigators discovered that Philossaint was not fully truthful during his original U.S. citizenship application, providing a legal pathway for the court to pursue denaturalization.

Denaturalization: A Permanent Consequence

While many Florida COVID fraud cases result in heavy fines and incarceration, Philossaint’s case is unique due to the revocation of his citizenship. Under U.S. law, citizenship obtained through “concealment of a material fact” or “willful misrepresentation” can be canceled.

The court ruled that because Philossaint’s original naturalization was obtained unlawfully, his status as a citizen was void. This leaves him as a foreign national with a felony conviction, making him a prime candidate for immediate deportation once his criminal penalties are satisfied.

In a world currently roiled by a global energy crisis and an escalating war in the Middle East, the U.S. government is showing zero tolerance for internal bad actors. Philossaint tried to buy the American Dream with stolen money, and now he’s facing a one-way ticket out of the country.
