White House Seeks $106 Billion from Congress for Ukraine and Israel Funding

The White House called upon Congress for a substantial $106 billion to support initiatives in Ukraine, Israel, and bolstering U.S. border security. However, it offered no clear strategy for obtaining the funds from a divided Congress. President Joe Biden’s funding request followed his recent visit to Israel, where he expressed solidarity amid ongoing conflicts.

In an attempt to create a comprehensive national security spending bill, President Biden combined Israel’s funding with provisions for Ukraine, border security, refugee assistance, and measures to counter China. The move aimed to garner support in the chaotic House of Representatives, which has remained leaderless for 18 days after Republicans gained control last year.

While some Republican lawmakers expressed doubt about the necessity of funding Ukraine’s conflict with Russia, they also threatened to halt the government to address the mounting U.S. budget deficits and fiscal spending driven by a staggering $31.4 trillion debt.

Biden’s budget director, Shalanda Young, urged Congress to address these priorities as part of a bipartisan agreement, emphasizing the importance of delivering on these key initiatives. She also disclosed plans for submitting additional funding requests to tackle natural disasters, high-speed internet access, childcare, and compensation for wild-land firefighters in the coming days.

A substantial portion of the requested funds, $14.3 billion, would be dedicated to Israel for the 2024 fiscal year, primarily to bolster the country’s air and missile defense systems and other crucial weaponry. Israel’s vow to eliminate its adversaries, including Hamas, following recent attacks, contributed to the urgency of this allocation.

Notably, the funding proposal also encompasses humanitarian relief exceeding $9 billion, including support for Israel and areas facing deteriorating humanitarian crises. Additionally, it allocates $13.6 billion for U.S. border security to address the influx of Latin American and Caribbean immigrants, combat the fentanyl trade, and provides $4 billion in military assistance to counter China’s regional efforts in Asia.

Of the total requested amount, the largest share, $61.4 billion, is slated for Ukraine. This allocation aims to replenish the country’s military equipment, provide economic and security aid, and offer support for refugees in the United States. President Biden has committed to an indefinite support for Ukraine amid the ongoing conflict with Russia. Ukrainian President Volodymyr Zelenskiy lauded the bipartisan support from the U.S., emphasizing its role in ensuring long-term security for Europe and the world.

A recent Reuters/Ipsos poll indicated varied public opinion, with a significant portion favoring support for Israel, while others advocated for a neutral or non-involvement stance. President Biden underscored the importance of American leadership in his recent address to the nation, emphasizing the role of American alliances in ensuring global stability and security.
