The Airline Operators of Nigeria (AON) has officially removed the lifetime ban placed on Comfort Emmanson, an Ibom Air passenger earlier penalised for unruly conduct. This announcement was made on Thursday by AON spokesperson, Professor Obiora Okonkwo, after an appeal from the Minister of Aviation and Aerospace Development, Festus Keyamo. According to Okonkwo, the decision to lift the sanction was taken after considering Emmanson’s expression of remorse, the withdrawal of the initial complaint, the dismissal of charges, and her release from custody.

Comfort Emmanson’s Case and Minister’s Intervention

Okonkwo explained that AON members weighed all relevant factors before lifting the lifetime ban on Comfort Emmanson. He acknowledged that the appeal by Festus Keyamo played a significant role in the decision. He also commended the Federal Government for introducing a retreat to retrain Aviation Security staff and airline crew on handling disruptive passengers. The spokesperson urged aviation agencies to increase public awareness about the dangers and legal consequences of unruly behaviour, in line with Section 85 of the Civil Aviation Act, 2022 and Part 17 of the Nigeria Civil Aviation Regulations, 2023.

What Counts as Unruly Conduct in Air Travel

The lifetime ban on Comfort Emmanson was originally imposed after she was accused of behaviour that fell under the category of unruly conduct. Okonkwo clarified that such conduct includes assault or threats to crew members, refusal to follow safety instructions, smoking in restricted areas, physical fights, disorderly behaviour, or tampering with aircraft equipment. He reminded passengers that pilots-in-command and Aviation Security officers (AVSEC) have the power to restrain and de-board unruly passengers, handing them over to the relevant authorities to maintain safety and order.

Airlines to Join Retraining on Managing Passengers

In lifting the lifetime ban on Comfort Emmanson, AON confirmed that its members will work closely with aviation agencies and take part in the retraining retreats proposed by the minister. “We confirm that members shall cooperate with the relevant aviation agencies and participate in the retraining retreats on how to handle cases of unruly and disruptive passengers as proposed by the minister,” Okonkwo stated.

The spokesperson stressed that while the association has shown understanding in this case, airlines will continue to enforce strict rules to protect crew, passengers, and overall flight safety
