The Inspector-General of Police (IGP), Kayode Adeolu Egbetokun, presented the 2025 budget proposal for the Nigeria Police Force (NPF) to the Joint Committees on Police Affairs and Police Institutions at the National Assembly Complex, Abuja, on Thursday, January 16, 2025. The presentation highlighted the pressing need for a more strategic and effective funding model to enhance the operations of the NPF.
Call for an Overhaul of the Envelope Budgetary System
During the presentation, the IGP emphasized the necessity of moving away from the restrictive envelope budgetary system. He argued that this shift would enable more accurate funding forecasts, greater flexibility in resource allocation, and improved management of the Force.
“The current system limits our ability to plan and respond effectively to the growing demands of national security. A more dynamic funding structure is essential for optimal performance,” Egbetokun stated.
Advocacy for Special Operations Funding and Infrastructure Development
The IGP proposed the establishment of a Special Operations Account dedicated to addressing national security emergencies, ensuring that funds are readily available during crises. Additionally, he called for increased allocations for Overhead and Capital Expenditure, which are crucial for maintaining operational efficiency.
To strengthen the Force’s infrastructure, Egbetokun recommended funding for the construction of five new zonal headquarters and support for tactical units critical to internal security. He also underscored the importance of earmarking dedicated budget lines for police training institutions to enhance capacity building and professional development within the Force.
Emphasis on Timely Fund Release
A key point in the IGP’s address was the importance of timely and complete release of appropriated funds. He stressed that delays or partial releases could hinder the effective functioning of the Force, especially as it strives to meet the nation’s security challenges in 2025.

- Senator Abdulhamid Mallam Maidori, Chairman of the Senate Committee on Police Affairs.

- DIG Hashimu Argungu (Rtd.), Chairman of the Police Service Commission.
