NNPCL Cracks Down on Crude Oil Theft: 165 Illegal Refineries Uncovered in Niger Delta

The Nigerian National Petroleum Company Limited (NNPCL) has intensified its efforts to combat crude oil theft in the Niger Delta. Over the past week, the NNPCL uncovered numerous illegal refineries and connections, signaling ongoing challenges in securing the nation’s oil infrastructure.

Uncovering Illegal Refineries

In a recent operation documented between June 15 and 21, the NNPCL identified 165 illegal refineries across various locations in the Niger Delta. This discovery was part of a larger crackdown that saw approximately 400 incidents of oil theft and vandalism reported by both government and private security agencies. Specifically, 69 illegal connections were detected and dismantled in Bayelsa and Rivers States, while eight cases of oil spills due to vandalism or illegal connections were reported across the region.

Major Discoveries

– Warri, Delta State: An illegal loading point was uncovered.
– Okrika, Rivers State: 69 illegal refineries were dismantled, and the construction of an ‘oven’ for illegal crude oil refining was halted.
– Abia and Bayelsa States: Similar illegal refining sites were discovered.

Storage Sites and Confiscations

The NNPCL also uncovered 19 illegal storage sites filled with stolen crude and illegally refined products in Delta, Imo, Rivers, Abia, and Bayelsa States. In addition, 11 vehicles were seized in Delta, Akwa-Ibom, and Bayelsa States, while 39 boats transporting stolen crude were confiscated in Rivers, Delta, and Bayelsa States. Eight individuals were arrested in connection with these activities.

Why It Matters

The significant scale of oil theft and vandalism has serious implications for Nigeria’s economy and energy sector. The country’s crude oil production has been declining, preventing Nigeria from meeting its OPEC quota of 1.5 million barrels per day. According to Mele Kyari, NNPCL Group Chief Executive Officer, the security challenges, including oil theft and infrastructure sabotage, are major deterrents to investment in oil production.
