​Russians Vote in First War-Era Parliamentary Election

​Millions of Russian voters have started heading to the polls in the nation’s first war-era parliamentary election since the conflict in Ukraine escalated in 2022. The three-day voting process is designed to fill all 450 seats in the State Duma, Russia’s lower house of parliament. With strict Kremlin control over the candidate lists and political messaging, the government is using the vote to demonstrate to the world that the public stands fully behind President Vladimir Putin and his ongoing military operations.

​Controlled Ballots and the State Duma

​The setup for this war-era parliamentary election leaves little room for unexpected political surprises. The ruling party, United Russia, already holds a massive majority in the State Duma and is expected to maintain its dominant position without any real trouble.

Major anti-war political groups and independent candidates have been barred from taking part. The Supreme Court recently removed the liberal Yabloko party, the only group openly opposing the war, from the main party ballot.

The remaining parties on the ballot, such as the Communist Party and the Liberal Democratic Party, routinely vote in line with Kremlin policies on state security and military spending.
​Extended Voting Period: Voting spans three days, from Friday to Sunday, and includes online voting systems meant to boost turnout across Russia’s 111 million eligible voters.

​Russians Vote in First War-Era Parliamentary Election

For the first time in a parliamentary race, voting is being conducted in annexed Ukrainian regions and Crimea, a move strongly condemned by Kyiv and the European Union as illegal.

​While state television frames the election as a moment of national pride, everyday citizens are feeling the strain of prolonged economic pressure, rising inflation, and recent fuel shortages caused by infrastructure strikes.

​Opinion

​It is easy to dismiss a heavily stage-managed vote as a meaningless exercise, but for the leadership in Moscow, this war-era parliamentary election serves a very specific purpose. In an authoritarian system, elections are not held to give people a choice; they are held to show everyone that the current government is completely in charge and that resisting it is pointless.

​By getting millions of people to step into voting booths or click an online ballot, the Kremlin creates the impression that the average citizen supports its policies. It allows leadership to claim a fresh mandate to keep funding the war and perhaps even launch another round of military mobilization down the line. However, when you eliminate every opposing voice and force people to choose between approved choices, the results reflect compliance rather than true public confidence.
