Senate Democrats are preparing for a series of potentially divisive votes as they enter the final five weeks before the US midterm elections, with party leaders expected to discuss their positions on several contentious bills.

The Democratic caucus is due to meet for its weekly lunch on Tuesday, where senators will consider strategies on legislation that could expose differences within the party despite recent efforts to maintain unity on major votes.

A leadership aide said Democratic leaders expect most senators to oppose a bill dealing with data centre costs and another measure seeking to restrict stock trading by members of Congress and their families. However, the aide acknowledged that some Democrats could break with the party if they believe doing so would benefit them politically.

The level of Democratic support for a third proposal concerning violence in the West Bank remains uncertain.

With the midterms five weeks away, senators are also considering the political consequences of their votes, including whether a position could attract negative publicity, escape public attention or influence campaign fundraising.

A recent example cited by Democrats was a party-wide vote against a cryptocurrency bill. The opposition triggered discussions within the industry about penalising Democrats and was followed by a major spending announcement targeting a key Democratic candidate.

Data centre bill

Democratic leaders have criticised the Ratepayer Protection Act, arguing that it does not go far enough to prevent the costs of data centre infrastructure from being passed on to consumers.

Some Democrats are also wary of handing a political victory to the bill’s sponsor, Sen. Jon Husted, who is facing a competitive race.

Sens. Jeanne Shaheen, Alex Padilla and Brian Schatz were among those who had not committed to a position as of Monday.

“We’re going to talk about it,” Shaheen said. “I haven’t gotten the details on it.”

Stock trading restrictions

Democrats are also expected to decide as early as Wednesday whether to support a House-approved bill that would place restrictions on stock trading by lawmakers and their families.

Only 13 House Democrats supported the measure, with several others objecting to a provision concerning voter identification requirements that they viewed as a “poison pill”.

Supporting the legislation could also give its sponsor, Sen. Pete Ricketts, a political boost as he faces a close contest.

Ricketts argued on Monday that Democrats should back the voter ID provisions, saying they are “desired by 80 percent of Americans.”

West Bank vote

Another potential test for Democratic unity involves a measure that Sens. Chris Van Hollen, Tim Kaine and Bernie Sanders intend to bring before the Senate.

The proposal would require the State Department to produce a report on violence in the West Bank, an issue that could expose divisions within the Democratic Party over Israel.

Van Hollen said he expected broad backing for the measure and indicated that roughly half of the Democratic caucus had already co-sponsored it.

“I think we will,” Van Hollen said. “Everybody who wants the U.S. government to stick up for American citizens and Palestinians being terrorized by violent settlers needs to vote for this.”

White House AI meeting

Meanwhile, a White House meeting with leading artificial intelligence executives is expected to have limited participation from members of Congress.

Speaker Mike Johnson was the only lawmaker confirmed to attend at the time of the report.

Among the technology executives expected at the meeting are Anthropic CEO Dario Amodei, Meta CEO Mark Zuckerberg, OpenAI President Greg Brockman, Google CEO Sundar Pichai, Palantir CEO Alex Karp and Nvidia CEO Jensen Huang.

Trump controversies

Republican senators are also dealing with political challenges involving President Donald Trump as the midterm elections approach.

Senate Majority Leader John Thune continues to face questions over recent White House decisions, including the use of taxpayer funds for campaign-style advertisements and the withdrawal of about $1bn in spending previously approved by Congress.

The developments have created additional challenges for Republican senators as they prepare for the final phase of the midterm campaign.
