Chelsea have been charged with 74 breaches of Football Association regulations after a lengthly probe into historical transfer dealings.

The charges, which go back to 2009 until 2022 and mostly concern the period from 2010–11 to 2015–16 seasons, are about agents, intermediaries, and third-party investment rules. In the statement by the FA, the alleged wrongdoing is reported to be at or surrounding several high-profile signings of players and to be of a nature which concerns financial reporting.

The Chelsea owners group, BlueCo –Todd Boehly and Behdad Eghbali – discovered the anomalies during the process of due diligence for their 2022 takeover. The club, therefore, goes beyond self-reporting the issues to the Premier League and other authorities that have triggered the FA’s inquiry.

Upon being charged, Chelsea stated that they had cooperated fully and were open about it, as they had made available to the regulators “full access” to all relevant historic files and data. The club was also at pains to point out that the alleged infringements were matters that had occurred under former owner Roman Abramovich, not the present board.

Dialogue regarding a possible settlement is still underway, with the media speculating that a financial penalty is the most probable consequence. The deadline for a Chelsea reply to the FA allegations is 19 September 2025, which could have an impact on the next club chapter of the off-field fights.
