Senate Advances Bill to Overhaul NIMC, Expanding Inclusivity and Efficiency

On Tuesday, the Senate passed the second reading of a bill to repeal and reenact the National Identity Management Bill, 2027. Sponsored by Deputy Senate President Barau Jibrin, this legislation aims to overhaul the regulatory framework of the National Identity Management Commission (NIMC).

Objectives of the Bill

The primary goal of the bill is to expand the scope of registrable persons by broadening the eligibility criteria for registration under the Nigeria ID System. This initiative seeks to ensure inclusivity and universal coverage, allowing all residents of Nigeria to obtain a National Identification Number (NIN) and use it as a recognized form of identification.

The bill also aims to enhance the enforcement powers of the NIMC to improve efficiency and ensure timely and accurate compliance with ID registration requirements. By streamlining the registration process, the proposal intends to reduce bureaucratic hurdles and increase the reliability of the Nigeria ID System.

Removing Criminal Penalties

One notable change in the proposed legislation is the removal of criminal penalties for non-use of NIN. Instead of imposing legal consequences, the bill suggests replacing them with administrative enforcement measures.

Data Protection and Regulatory Capacity

To safeguard personal data, the bill incorporates robust data protection measures. This not only ensures the privacy and confidentiality of individuals’ information but also fosters trust among citizens. Additionally, the legislation seeks to enhance the NIMC’s regulatory capacity for more effective oversight and harmonization of various identification systems across different government sectors, promoting interoperability and coherence.

During the plenary session, Senator Cyril Fasuyi of Ekiti North highlighted the significance of the bill. He argued that it represents a crucial legislative effort to enhance the efficiency and inclusivity of the Identity Management System. Fasuyi emphasized the importance of a robust identity management system for national security and socioeconomic development, especially in light of the rise in global identity theft due to technological advancements.

Senate Approval

Following the debate, The Senate President presided over a voice vote, and the majority of Senators voted in favor of the bill being read for a second time.
