Rigging Maryland: Wes Moore Demands 8-0 Democratic Sweep Before Elections

Governor Wes Moore (D) and state legislative leaders are aggressively pushing for an emergency special session to redraw district boundaries just months before the November general election. The explicit goal of the proposed map is to manipulate boundary lines to secure a flawless 8-0 Democratic sweep of the state’s U.S. House seats, effectively erasing the state’s sole remaining Republican district.

A Supreme Court Ruling

The sudden, frantic push to overhaul Maryland’s voting maps comes in the immediate wake of a seismic shift at the U.S. Supreme Court. On April 29, the high court ruled in Louisiana v. Callais that using race as the primary factor to draw congressional districts constitutes unconstitutional gerrymandering.

Historically, Maryland’s congressional delegation consisted of seven Democrats and one Republican, Representative Andy Harris, who represents the heavily conservative 1st Congressional District on the Eastern Shore. Under the current 2022 court-approved map, racial data was carefully utilized to maintain strong Black voter majorities in the 4th and 7th Districts to comply with the federal Voting Rights Act (VRA).

However, with the Supreme Court essentially gutting the traditional legal protections for race-conscious redistricting, Southern Republican legislatures have aggressively moved to dismantle minority-heavy districts to maximize their own partisan advantages. In response, Maryland Senate President Bill Ferguson (D-Baltimore City) completely reversed his long-standing opposition to mid-cycle redistricting on Friday, declaring that “the rules have changed” and that Maryland must strike back to counter national Republican gains.

Governor Moore Demands the “8-0 Eradication

While Senate President Ferguson favors a slow, methodical approach, suggesting a constitutional amendment to put before voters in November that would take effect for the 2028 cycle, Governor Wes Moore is demanding immediate, aggressive warfare. Moore is publicly pressuring the Senate to immediately adopt a highly aggressive map designed last year by the House-backed Redistricting Advisory Committee (RAC).

According to the latest demographic data from the U.S. Census Bureau, Maryland’s overall population is roughly 47 percent White (non-Hispanic), 31 percent Black or African American, 11 percent Hispanic or Latino, and 7 percent Asian. Critics note that while the state’s current layout features highly concentrated minority voting blocs—such as the 4th Congressional District, which is approximately 50 percent Black, and the 7th Congressional District, which is roughly 49 percent Black—reconfiguring the entire state to maximize a partisan sweep could dilute these unified communities by scattering voters across newly manufactured, elongated districts.

Governor Moore fiercely defended the aggressive, unvetted map, pointing to national political realities:

“We are watching how states around the country are blowing up their entire process to rig the rules. We are watching how the president of the United States is trying everything in his power to be able to alter the way the November elections are going to work, and then beyond. And so I think that Americans need to get together and they need to take this moment seriously. And I think all the options should be on the table.”

The Logistical Nightmare

State election officials are quietly warning that Governor Moore’s relentless push to force an 8-0 A partisan map before November could trigger total administrative collapse. Maryland’s primary elections are scheduled for June 23, exactly one month away.

Rescheduling the Primaries

The state would be forced to completely invalidate the upcoming June 23 ballots for congressional candidates and fund a chaotic, secondary emergency primary vote later in the summer.

Local election boards face strict statutory deadlines to finalize ballot language, vet individual candidate residency requirements under the brand-new lines, and print hundreds of thousands of mail-in ballots to send to overseas military personnel.

Legal experts warn that moving too fast can backfire completely. Just two weeks ago, the Virginia Supreme Court struck down a similar fast-tracked Democratic redistricting map because state lawmakers skipped vital public comment periods and constitutional vetting steps.

Fighting Partisan Fire With Total Democratic Hypocrisy

Let’s strip away the high-minded rhetoric about “protecting democracy” and call this exactly what it is: Governor Wes Moore is advocating for raw, unadulterated, textbook gerrymandering, and his actions are an absolute embarrassment to the rule of law. For years, national Democrats have traveled across the country lecturing voters about the evils of Republican gerrymandering, crying foul whenever states like Texas, North Carolina, or Ohio tweaked district lines to protect their majorities. Yet, the very second a conservative Supreme Court issues a ruling they dislike, Governor Moore is perfectly happy to throw his hands in the air, abandon all institutional integrity, and demand that Maryland “rig the rules” just as aggressively as the other side.

The sheer hypocrisy here is deafening. You cannot claim you are saving American democracy from being “robbed in front of our faces” while simultaneously trying to erase an entire region’s political voice. The Eastern Shore of Maryland is culturally, economically, and politically distinct from the urban centers of Baltimore and Prince George’s County. Intentionally carving up that community and drowning out their votes with Western Shore Democrats isn’t “responding to the moment,” it is an intentional, partisan execution of a political opponent.

Furthermore, demanding this hyper-partisan map just one month before the state primary elections shows a complete, reckless disregard for the civil servants who actually run our elections. Forcing a chaotic, multi-round primary system and risking ballot distribution errors just to secure an 8-0 The partisan trophy is incredibly short-sighted. Senate President Ferguson is completely right to pump the brakes. If the Democratic Party wants to run on the platform of being the adult in the room who respects democratic norms and the rule of law, they need to stop acting like desperate playground bullies the moment the national political landscape gets tough. If you become exactly like the people you claim to be fighting against, you’ve already lost the war.
