Study Visa Is Temporary, Alberta Premier Tells International Students

Alberta Premier Danielle Smith has warned international students that studying in Canada does not guarantee permanent residency, urging those who cannot secure legal status after their studies to leave the country.

Smith made the comments as international students, including many Indians, continue to raise concerns about difficulties obtaining Post-Graduation Work Permits (PGWPs) after completing their programmes.

In a post on X, Smith stressed that study permits are temporary and said students should understand the conditions attached to their visas before coming to Canada.

“A student visa is a temporary document to study in Canada. That was always understood,” she said.

Smith argued that Alberta’s universities and colleges were primarily created to educate residents of the province, adding that international students should view their education as an opportunity to gain qualifications rather than an automatic immigration route.

“Where there is room for international students, the terms are simple. Earn your education, then return home to build a life with it,” she added.

Her remarks followed protests by students who attended Portage College and said they had difficulties securing PGWPs despite believing their programmes could improve their chances of remaining in Canada and eventually obtaining permanent residency.

The dispute has also raised concerns over whether some students were given unrealistic expectations about their immigration prospects.

Smith rejected claims that Portage College was a “diploma mill”, but acknowledged that some education providers may have promoted programmes in ways that created false expectations about immigration opportunities.

“There have been instances where unscrupulous operators have set up diploma-granting programs and taken advantage of students,” she said.

The Alberta premier also made her position clear on what should happen when an international student’s authorised stay expires.

“Our view is that if you come here as an international student and your visa expires and you don’t have permanent residency, you need to go home,” Smith said.

Canada tightens immigration rules

Smith’s comments come as the Canadian government continues to tighten its international student and temporary immigration policies.

Immigration, Refugees and Citizenship Canada has also warned international students against working without the necessary authorisation. Violating employment conditions can lead to serious immigration consequences, including removal from Canada and a potential five-year ban on returning.

Unauthorised employment may also affect future applications for visas or permanent residence and could result in a fraud-related notation being placed on an immigration record.

The developments underline the distinction between studying in Canada and obtaining permanent residency. Admission to a Canadian college or university does not automatically guarantee a post-graduation work permit or a pathway to PR.

Prospective students are advised to confirm whether their chosen institution and specific programme qualify for a PGWP before enrolling.

They are also encouraged to be wary of consultants, recruiters or schools that promise guaranteed work permits or permanent residency.

For international students considering Canada, the latest controversy highlights the need to understand exactly what their chosen programme allows after graduation and what requirements they would have to meet to remain in the country legally.
