Trump Accounts Auto-Enroll 60 Million Children, But $1,000 Still Needs Claim

The Treasury Department will begin automatically enrolling millions of American children in Trump Accounts starting October 1, a move that could expand the program nearly tenfold — but families still need to take action to access the money.

Under temporary regulations effective September 30, the Treasury will establish “auto accounts” for any eligible child who has a Social Security number and does not already have a Trump Account . The IRS estimates this will add more than 60 million children to the program in 2026 alone, affecting 73 million children in 44 million families.

Previously, families had to opt in by filing IRS Form 4547 with their tax return or through TrumpAccounts.gov. Participation lagged, especially among low-income households — only 5% of families earning up to $80,000 annually had opened an account.

What Auto-Enrollment Actually Means

The shift to automatic enrollment is significant, but it is not the same as automatic funding. Treasury will create the accounts, but an unclaimed auto account can only receive qualified general contributions from government or philanthropic donors — and the $1,000 federal pilot contribution, but only if an authorized individual makes a separate election.

Trump Accounts Auto-Enroll 60 Million Children, But $1,000 Still Needs Claim

The $1,000 pilot program contribution, available to children born between 2025 and 2028, still requires an affirmative election. Treasury cannot make that election on its own. Family and employer contributions are also prohibited until the account is claimed.

To claim an account, a parent or legal guardian must verify their identity, establish legal authority to act on the child’s behalf, and execute disclosure consents through the Trump Accounts mobile app or web portal. Once claimed, the balance transfers to an account the parent controls.

The Dell Foundation Contribution

One major benefit of auto-enrollment is that children can receive qualified general contributions without family action. The Michael and Susan Dell Foundation has pledged a $6.25 billion contribution to fund additional deposits for eligible children in low-income ZIP codes.

This is separate from the $1,000 federal contribution and does not require the family to claim the account first. However, families still need to claim their accounts to take full control and access other benefits.

The Bottom Line

Treasury will automatically enroll more than 60 million children in Trump Accounts starting October 1. The accounts are created without family action, but the $1,000 federal contribution still requires a separate election. Family and employer contributions are blocked until the account is claimed. The shift from opt-in to auto-enrollment addresses low participation rates, particularly among lower-income families. The Dell Foundation has pledged $6.25 billion to fund additional deposits for eligible children.

My Opinion

Auto-enrollment sounds generous. It is not. The government is creating accounts for 60 million children, but most of those accounts will sit empty until families navigate a verification process that many will never complete.

The $1,000 contribution is the headline. But it is not automatic. Families still have to claim the account, verify their identity, prove legal authority, and consent to disclosures. That is a lot of steps for parents who are working two jobs, navigating a broken healthcare system, or simply trying to keep food on the table. The families who need this money most are the least likely to jump through the hoops.

The Dell Foundation deserves credit for pledging $6.25 billion to fund deposits in low-income ZIP codes. That money does not require families to claim their accounts first. But it is a private donation filling a gap that public policy should have closed on its own.

If the goal is to help children build wealth, the government should make the $1,000 truly automatic. No forms. No verification. No app. Just deposit the money and let families claim control when they are ready. Anything less is a program designed to look generous while quietly leaving millions behind.
