Canada’s Prime Minister Mark Carney made his first overseas visit as prime minister on Monday, meeting with French President Emmanuel Macron in Paris. Normally, newly inaugurated Canadian prime ministers make their first international trip to Washington, a long-standing tradition that signifies the strength of alliance between Canada and the United States. Carney’s meeting with Macron was warmly received by European audiences, signifying the commitment of Western allies to uphold a rules-based international order.
