In a landmark decision that signals a dramatic military revival, Germany’s parliament has voted to bring back a form of conscription for young adults, mandating that all 18-year-old men register with the state and opening the door for a major expansion of the armed forces in response to a threatening new era in Europe.

The Bundestag passed the measure by a vote of 323 to 272, fundamentally reversing the country’s post-Cold War pacifist stance by requiring all men to fill out a mandatory questionnaire on their willingness to serve starting in 2026. While framed as voluntary, the law creates a mandatory registry and medical exam system, laying the immediate groundwork for a potential future draft if the security situation worsens or recruitment lags.

The move, championed by Chancellor Friedrich Merz to build “Europe’s strongest conventional army,” has already ignited fierce opposition from the very generation it targets. Thousands of students across 90 German cities are planning school strikes for Friday, with organizers declaring “we don’t want to spend half a year of our lives locked up in barracks… learning to kill.”

Why It Matters

By voting to reinstate the architecture of conscription, the Bundestag is inadvertently admitting that the peaceful order it built after World War II is crumbling, and its youth must now prepare to defend it.

The government’s careful branding of “voluntary service” is a political fig leaf. The mandatory questionnaires and medical exams for all young men are the skeleton of a draft system, ready to be fleshed out at a moment’s notice. This is conscription in all but name, a hedge against a future where “voluntary” may no longer be sufficient.

The student protests reveal the profound generational and cultural rift this decision has exposed. While older lawmakers invoke NATO targets and Russian threats, a new generation that has known only peace sees this as a betrayal of their future. Germany isn’t just rebuilding its army; it’s reckoning with the very identity it crafted over the past 70 years, and the youth are the first casualties of this new, grim reality.
