Normal citizens get these waivers for past mistakes all the time if they do not have a criminal record. The group hunting for a scandal will likely be very disappointed. Instead of finding scandalous cover-ups, they are probably just going to find boring, formal emails about security plans, diplomatic meetings, and travel schedules for the Invictus Games.
