The image of Russian President Vladimir Putin and North Korean leader Kim Jong Un at a Chinese military parade is not a coincidence.

By proudly acknowledging North Korean troops fighting and dying in Ukraine, Putin is confirming what Western intelligence has long suspected: Russia is so desperate for manpower and ammunition that it has turned to an international pariah state, violating sanctions and international norms in the process.

Therefore, this public display of camaraderie, with Kim standing as an equal to two powerful world leaders, is a very brilliant but still calculated culmination of a strategic plan that elevates an unstable, nuclear-armed dictator and poses a grave threat to global security.

A Cold War Playbook in a New Era

The budding alliance between Russia, North Korea, and China is a planned effort to undermine U.S. and Western influence. The optics of the three leaders together send an unmistakable message to the world: a new power bloc is forming. For a regime long mocked and isolated, this opportunity is a dream come true for Kim Jong Un as he gains not only legitimacy on the world stage but also an important economic and military lifeline.

In return for sending ill-equipped soldiers to die in the brutal trenches of Ukraine, North Korea is reportedly receiving food, money, and advanced military technology—a clear violation of international sanctions.

This is a mutually beneficial, albeit cynical, partnership. Russia gets a source of cheap, expendable troops to supplement its flagging forces, while North Korea gets the resources it needs to sustain its rogue state and advance its nuclear and missile programs.

The fact that these three leaders are openly flaunting their cooperation at a time when the world is grappling with an unprovoked invasion further stressed the profound shift in the global balance of power. It shows that the traditional tools of international diplomacy and economic sanctions are failing to deter a budding network of authoritarian states.

What Happens Now?

The West’s current strategy of individual sanctions and political condemnation is clearly not working. To counter this new “axis of upheaval,” a new, more robust approach is required.

First, the U.S. and its allies must move beyond reactive sanctions and implement a truly coordinated global strategy. This means expanding sanctions to target any and all entities that facilitate the transfer of arms or technology between these three countries.

Second, the West must provide more than just moral support to nations on the front lines, like Ukraine. They need to provide a decisive military and economic advantage that makes it impossible for Russia to sustain its war, even with North Korean support.

Finally, the international community, especially major powers in Asia like Japan and South Korea, must form a stronger, more institutionalized alliance to counter the growing security threat posed by North Korea’s military modernization. The era of treating North Korea as a contained, regional problem is over. The West have to sit up and recognize that this is a global issue and act accordingly.
