The European Union (EU) has begun the second phase of its Import Control System 2 (ICS2), which will guide the modalities of air shipments entering member countries.
The goal of ICS2, a new advanced cargo information, and risk management platform, is to protect against security and safety hazards posed by commodities entering the EU.
The implementation, which began on March 1, 2023, requires all air carriers, freight forwarders, express couriers, and postal operators involved in the air transportation of goods to or through the EU to provide a complete set of Entry Summary Declaration data on the goods before they arrive at the EU external border.
According to the Revenue and Customs Commission, inbound freights must be processed through the ICS2 system, which will gradually replace the EU’s present Import Control System (ICS) between 2021 and 2024.
The second phase of ICS2 provides new data requirements and protocols that must be met before products are transported from a third country and arrive at the European Union’s external border.
Failure by affected economic operators to gather the required data from their clients and transmit it to ICS2 will result in customs authorities taking steps to compel compliance before and upon arrival at the external border.
