Trump’s budget trick that could break Congress is not just about trimming foreign aid or slashing UN funds. It’s about showing that he, not lawmakers, decides where money goes. On paper, it’s $5 billion gone, big money, but small in the context of federal spending. The real danger is what comes next. If Trump can cancel already-approved funding without Congress, then the entire spending process becomes a presidential toy. Today it’s foreign aid, peacekeeping, and democracy programs. Trump knows exactly what he’s doing. To his base, this isn’t a constitutional crisis, it’s a victory lap. They see Congress as a bloated swamp that wastes tax dollars, and they love the idea of Trump bulldozing it. By slashing programs overseas, he can brag that he’s “putting America first,” even if it means undermining the very system of checks and balances that keeps democracy alive. The legal questions don’t matter to them, it’s the defiance that sells.

Not every Republican is clapping. Senator Susan Collins has already called the move “illegal” and reminded everyone that the right way to cut spending is through bipartisan appropriations, not one-man rule.Republicans cheering Trump today may regret it when a Democrat sits in the Oval Office with the same unchecked power. Collins is basically saying: if Congress lets this stand, it may as well hand over its wallet forever.

Democrats See a Shutdown Coming

Democrats, meanwhile, think Trump’s budget trick is less about saving money and more about setting the stage for a government shutdown. Chuck Schumer is warning that Trump is trying to push the government off a cliff and then blame Congress for the wreckage. And honestly, it fits Trump’s style. He thrives in chaos, and a shutdown gives him the stage to claim he’s fighting Washington waste while holding the entire system hostage.
